“The force is strong with him, he has to be alive out there, somewhere.”

Far away from the seat of the empire in the distant far rim Palpatine’s forces had failed to take control of many worlds, held off by smugglers and separatist holdouts hiding in largely uncharted worlds that had long been neglected by the republic and harboured little love for the new empire. The vacuum in power had allowed criminal organisations to grow in strength, the Hutt Cartel, Pyke Syndicate, among others had found particular growth to the point that even the empire themselves were cautious in dealing with them due to their important role in the outer rim’s economy. In reality the empire didn’t care much for governance of the outer rim and its peoples, instead opting to rob what they could and let the smugglers sort out the mess afterwards.

Being so close to Hutt space meant occasional run-ins with the warrior species and their cartel, although their major threats were from the Cloud-Riders – a pirate gang who would ride into towns on their swoop bikes and use surprise as their main tactic.
Kaden and Ashoka were meeting with the Eze of the Nubians, a veritable giant of a man. Tall, but slender, adorned in vibrant colours and glittering jewels. Blue ovals and swirling patterns commanded attention, and his royal attire was topped with a crown of long predatory fangs layered over each other into a scale pattern, each one tipped with gold. Together they walked through the grounds of his palace. “Be it a republic or an empire, the people from the core don’t care about a world on the rim. They see only what they can take for themselves.” The Eze mentioned, walking past a collection of rare plants in the gardens that grew fractally. They both knew he was right.
“It wasn’t always that way. Deals were profitable both ways between the core worlds and the rim. What happened?” Tano asked, a curious look about her.
“Hmph. We supplied grain to the core worlds, rare plants for medicines, some of us even fought and died for the republic.” He looked over to the both of them as they continued walking. “The deals became one sided. The margins for our merchants and farmers became thinner and thinner, and then they sent judicial men to force their deals on us. We had less and less say in things.”
“So people got sick of it and turned to piracy.” Kaden finished. The Eze simply nodded and grunted in agreement.
“Some of my own people turning against their brothers and sisters. The republic was supposed to defend us against the pirates. They never came.” He stopped walking. “The pirates take what we make, the cartel takes our people. With fewer people we produce less, and yet the pirates demand more.”
“What would you have us do?” Kaden questioned softly.
“I know you are Jedi, I have seen your kind before. You act different to the republic, the empire, but you became compliant. Their aims became your aims.” His face grew grimmer than before. “If you were not Jedi, you would have made a fine gift to the Hutts.” He chuckled to himself as he continued. “You’d make a finer gift to the empire given the current circumstances.” He grinned for a moment but was unable to hold it up for long, his face growing quickly long once more. Tano gauged his reaction, but he didn’t seem to intend to actually sell them out.
“I have a feeling we have more value to you with our freedom intact. We are enemies of the empire now, free agents trying to stay out of their way.” Kaden responded.
“Can you bring us peace? Safety? Jedi are peacekeepers, after all. I wonder what two of you can do against the pirates and slavers without the support of your council.”
Tano shuffled as she thought of the best plan of action. “We should arrange a meeting in a neutral location. Perhaps the could raiders could defend you against the Hutts in exchange for the resources they’ve been taking.”
The Eze laughed heartily at the suggestion. “You mean to make demands with them? Make them pay for what they already take for free?” Admittedly, it sounded a little off.
Kaden shot a look to Tano before continuing where she left off. He’d spent enough time around her to know where she was going. “If what you say is true, they will have seen diminishing returns on their raids. They know it’s not sustainable. If you can guarantee a set amount for them in exchange for their protection and an end to their raids, you can at least work towards bringing things back to normal.”
The Eze shook his head. “You mean to sell me into a protection racket to these thieves. You think they’ll give me favourable terms? You think these people to be fair?” He had a point. Any bargain struck with them would likely not be favourable for the Eze and his people, but it could at least buy them some time.
“It’s not ideal, but we can help to mediate-” Tano began but found herself interrupted.
“No, these pirates must be destroyed for all they’ve wrought upon us.” The Eze’s patience seemed to be running thin after years of devastation at the hands of the raiders.
“Then I hope you have an army, unless you mean to side with the empire?” Kaden asked rhetorically.
“The empire may as well be another pirate gang for all the good they would bring us and we can’t go into open rebellion against them, they’d simply crush us.”
“We’ve heard this story before along our travels. Helped to train their troops, brought peace to other worlds. Pirates and mercenaries working side by side with the planets they razed to fight the empire! We’ve seen Ryloth, Naboo and Chandrila stand up against the empire, working alongside the smugglers and thieves that worked against them.” Tano began.
“We’ve seen it happen, we’ve made it happen. Perhaps not a protection racket then, but instead you can have them work for you; they may be criminals but they have valuable skills. The pirates took from them and left no prospects but piracy for the next generation – you have to show them that there is still hope, that there always will be. Show them that you have a common enemy in the empire and the Hutts.”
The Eze seemed to ponder this for a while. Tano walked up to him softly and bowed her head.
“I know it seems like nothing will help, but you don’t know unless you try. It’s still early, but we hope to restore the republic to what it used to be, provide more autonomy to individual planets and systems and make things right.”
For a while the Eze remained silent until he turned back to face them both with his answer.
“Fine. If you think you can fix our problems, you are welcome to try. If you can train what few troops we have, you are welcome to. Unlike some, I still have respect for the Jedi, so I will grant you this chance, but if the empire finds their way here, I never met you.”
It was a start. Tano shot him a warm smile and nodded peacefully in agreement. “We’ll do our best.”
They returned to the palace to a humble feast and discuss their plans, the Eze introducing his generals to cement the plans to train their troops. In the coming days he would arrange a meeting with himself, Tano and Kaden, and the woman who lead the Cloud Raiders, providing she agreed to such a meeting. There was no guarantee she’d agree to the terms, but they had drawn up a plan to integrate the pirates into the standing army and allow them to keep their spoils against the empire and the Hutts. “And if they say no?”

Tano could feel Kaden’s frustration with the situation and his anxiety about the meeting between the two parties. She walked over to the bed to join him, sitting on the edge and looking down at his straight face. He didn’t return her glance at first, but then rolled his head to the side and stared back at her.
“I hope the Cloud-Riders can see sense.”
